4 pupies in heaven...

These 4 pupies were thrown out through the window of a car in movement, they were inside a plastic bag. A young guy was passing and he heard some noise coming from a bag. He picked it up, opened and ... was shocked.
Four newborn puppies were in the bag, still with an umbilical cord .... They had not even lived for a few hours. But at that moment, in the bag, they were still alive. Of course they had no possibility of surving.
How can people be THAT EVIL? Why do THAT?
Please sterilise the dogs and cats so the animals would not suffer.
