Dear Oscarzinho (adopted!)

This sweet little dog was left tied with a cord to a trash bin in the rain... It was raining heavily so he trid to hide under the bin but he still got completely soaked. He was shivering when brought to the shelter.
He is a little young boy, very nice, we are looking for a home for him.
